The first significant development application in the Southern Thornlands PDA became properly made on 2 July 2025. Application DEV2025/1656 was lodged by Mirabel Thornlands Pty Ltd c/- RPS AAP Consulting Pty Ltd for a material change of use and PDA preliminary approval over six Springacre Road parcels.
The application sought approval for the Precinct 1 Land Use Plan, including the broad distribution of land uses, indicative infrastructure and key structural elements for the early-release area. It was an important assessment milestone because it allowed the application to proceed through the PDA development-assessment process.
A properly-made application is not an approval. At this point the proposed yield, layout and controls remained under assessment, and no detailed subdivision, operational works or construction permits had been granted.
