Economic Development Queensland opened public notification for DEV2025/1656 on 8 September 2025. It was the first Southern Thornlands PDA development application to reach the public-notification stage.
The application sought a preliminary approval for Precinct 1. Its purpose was to establish the broad land-use distribution, indicative infrastructure layout and key structural elements for the early-release area rather than detailed subdivision or building work.
Members of the public were invited to inspect the application and make submissions until Friday, 3 October 2025. Planning for the balance of the PDA continued separately through preparation of the proposed Development Scheme.
